Look what I found while browsing YouTube for a video that a friend of mine had just loaded up.
This is one hilarious video about a new drug the FDA has approved for the annoyingly chipper. So if you are, or if you know of anyone who is 'cripplingly chipper' and 'too happy' ............this could be the answer.

I truly don’t understand why anyone would disagree with that. I think that sounds like it is something to look a lot more closely at.
